The San Bernardino County Superintendent of Schools office acts as an intermediate service agency between the California Department of Education and 33 K-12 school districts in the county to help meet the educational needs of all students countywide. The office of the superintendent is committed to working with school districts, other agencies, families and the community at-large by providing leadership, advocacy and services – always with the focus on students.

Communications/Intergovernmental Relations

Communications is responsible for external and internal communications that inform and engage the public, school districts, community partners, and for promoting programs operated by the County Schools office and public education in general. This includes: media and public relations; Community Coalition public information efforts; administration of the County Schools' website and web development services for districts; and other community outreach activities.

Specific media relations activities include: issuing news releases for County Schools' programs, activities and educational issues; publishing News to Use educational news clippings; fostering media relations; and serving as the organizational spokesperson.

Business Services oversees the operational side of the County Schools Office. The deputy superintendent also acts as the chief business official.

Education Support Services provides curriculum and instruction support, particularly in Common Core State Standards and SMARTER Balanced Assessment Consortium, technology-based instruction and pedagogy, as well as access and equity for all students; professional development both general and customized for districts/schools, including demonstrations and walkthroughs; face-to-face and on-line networks for district responsibilities, such as English learners, assessment and content area support; technical assistance for Program Improvement, school innovation and reform; physical health, nutrition, mental health, teen pregnancy and HIV program support; administrator leadership training and coaching; family engagement and school culture building; data analysis; and technical assistance for implementation of new legislation.

Education Support Services focuses on serving all students so that they may reach their academic and career potential.

Human Resources

The San Bernardino County Superintendents Schools employs close to 2,000 employees and offers an excellent benefit package.

Human Resources seeks viable candidates, both credentialed and classified, for the organization, maintains employee records, and works in conjunction with Internal Business regarding salary and benefits. Human Resources is the superintendent's personnel relations arm and negotiates employee contracts with three employee associations - The San Bernardino California Teachers Association, San Bernardino Public Employees Association and California School Employees Association.

Human Resources provides orientation for all new employees. In addition, Human Resources is responsible for employee benefits, classification analysis and review, organizational studies, employee recognition programs, staff development and unemployment insurance. Human Resources also is responsible for the development, maintenance and review of organizational policies, credential monitoring and No Child Left Behind (NCLB) compliance.

The work of the Innovation and Engagement Branch focuses on building collaborative efforts with educators, agencies, government, community-based and faith based organizations, law enforcement, health, business and labor, elected officials and other organizations to provide personal and academic success opportunities for all students in San Bernardino County – from Cradle to Career.

SELPAs - Special Education Local Plan Areas

Each Special Education Local Plan Area (SELPA) is a consortium of participating school districts (and independent charter schools) formed for the purpose of ensuring that quality special education programs and services are available throughout the region to meet the individual needs of students with disabilities.

In partnership with member districts, the SELPA provides high quality services and support in such areas as curriculum/program development, budget planning and review, interagency coordination, personnel development, legal assistance, fiscal management, evaluation, management information system, program coordination, transition planning and Community Advisory Committee support.

The Special Education Local Plan, developed and maintained in each community by the people who live there, is the foundation for these services.

Each SELPA region is governed by a Board of Directors, which is made up of the superintendents of each participating school district, and is chaired by the County Superintendent of Schools.

Student Services provides direct student services for alternative and special education students, as well as state preschool students.

Programs include:

The Technology Services Branch provides leadership and support in information and educational technology services to San Bernardino County Superintendent of Schools staff and the school districts within the county. This includes long-term planning and delivery of services in the area of educational technology, information systems, software applications, data center operations, telecommunications, network operations, enterprise systems and comprehensive client support services.

Departments within Technology Services include:

  • Digital Learning Services, which includes educational technology professional development and the Organization Management System (OMS)
  • Technical Services supports infrastructure design, manages the help desk and provides web support
  • Technology JPA, BEST NET/CECC Consortiums
